Charles began his career with Hancock Engineering in November 1998 after completing six years with the Illinois Department of Transportation observing bridge and highway construction projects.   Aa a Municipal Consultant, Charles developed strong professional relationships with Local Agency decision makers to help implement needed improvements for their aging infrastructure.  As a Project Engineer, Charles has secured funding for a variety of capital improvement projects, participated in the design and procurement process for contractor services, observed construction activities for various roadway improvement projects, streetscape projects, storm sewer relief projects and residential street lighting programs.

Charles is a resident of Chicago’s South Shore community and enjoys lakefront activities, which does include participating in the annual Chosen Few House Head Picnic and Festival!
