20th Avenue & Warren Street Improvements

Village of Maywood

A capital improvement project that will benefit the residents and visitors of the Village of Maywood.
Under the leadership of Mayor Perkins and the Board of Trustees, 600 thousand dollars in capital improvements will occur over the summer of 2018, as part of this project.
Additionally, there are several other capital projects to follow in 2018.

PROJECT OVERVIEW

20th Avenue – Madison Street to Washington Avenue

Approximately 1,270’ linear feet of roadway will be resurfaced. Including removal and replacement of driveway aprons, curb and gutters, repairs to deteriorated sections of the combined sewer system, installation of drainage structures and new pipe runs, repairs or replacement of manholes, and parkway restoration. New asphalt will include one inch (1″) of Asphalt binder combined with one three quarter inches (1 3/4″) of Asphalt Surface.

Warren Street – 19th Avenue to 17th Avenue

Approximately 660’ linear feet of roadway will be reconstructed. The pavement reconstruction will include the installation of a geotechnical fabric, six-inches (6”) of aggregate base course all below four inches (4″) of Asphalt binder and four inches of Asphalt surface (4″). Road reconstruction will include curbs and gutters and sidewalks along roadway.

Phasing of Work

Generally, the project will consist of four main phases of work: sewer/drainage work, concrete installation, pavement removal and excavation, and asphalt/concrete pavement installation.

During the sewer installation phase, the contractor may post “No Parking” signs on certain sections of street where he will be working during the day.  Residents will be allowed to park their vehicles on the street overnight, however; we ask that while the contractor is working adjacent to your house, you have your vehicle moved prior to 7:00 AM to reduce the possibility of accidental damage from the construction machinery.

During the concrete installation phase, the contractor will work on one side of the street at a time.  The contractor will post “No Parking” signs on that side of the street.  Overnight on-street parking will be allowed on the opposite side of the concrete work.  We ask that the vehicles parked on the opposite side of the concrete work be moved off street from 7:00 AM to 5:00 PM to reduce the possibility of accidental damage from the construction machinery.

During the pavement reconstruction phase, the contractor will post “No Parking” signs on an entire street.  Vehicles will have to be moved prior to 7:00 AM on the specified date and the street will remain closed until the entire pavement has been removed and the stone base has been installed.

During the asphalt paving phase, the contractor will post “No Parking” signs on an entire street, and parking will not be permitted from 7:00 AM to 5:00 PM on the specified dates.

Parking restrictions for street sweeping will be relaxed within the near vicinity of the project to allow for overflow parking as the project is ongoing.

FREQUENTLY ASKED QUESTIONS

How long will construction last for?

It is anticipated that the project will take approximately 5 months to complete.  Landscaping work will not be permitted until temperatures have subsided and “fall weather” has begun.

Will I lose access to my water?

A majority of the residents along the project will not lose their water.  However, in order to replace some of the fire hydrants, a water main shut down will need to take place.  The affected residents will receive 24 hours notice prior to the water main shut down.  Typically the shut downs occur from 8am to 4pm.

Additional questions and answers will be posted periodically as received from residents.

HANCOCK ENGINEERING

Company Background

Hancock Engineering is a consulting engineering firm focused on providing comprehensive engineering services to villages, cities, and other clients in the suburban Chicago area. Hancock Engineering was founded in 1911 and this past year we celebrated 102 years of providing high-quality professional engineering services to our clients.

Hancock Engineering is capable of providing civil and consulting engineering services in a variety of municipal infrastructure services, including, but not limited to, the design and construction engineering of:

  • Roadway pavement reconstruction and/or resurfacing and maintenance plans
  • Storm, sanitary, and potable-water systems and networks
  • Aesthetic improvements as part of streetscaping developments
  • Green infrastructure solutions
  • Pavement Evaluations
  • Construction Management services
  • Application for and acquisition of funding

Our typical client looks to us to facilitate projects from inception through completion. We assist the client in defining project scopes, planning time-lines, and estimating costs. Once the scope of the project has been defined, we collect project data necessary for design, generate preliminary and final plans, facilitate the bidding process and recommend award of the project. We then observe construction of the work to ensure compliance with the specifications.

Our engineering staff has a solid base of experience in the wide range of engineering services that most municipalities require. Our staff has acquired extensive education and experience in specific areas of civil engineering, creating a wealth of specialized knowledge that can be brought in to assist our clients. The collaboration between team members gives our staff exposure to all areas of civil engineering and is one of the great values we have to offer. Having engineers with comprehensive knowledge on the broad spectrum of the many aspects of infrastructure maintenance and improvements allows us to dedicate one or two expert staff members to our client on a long-term basis, who then develop keen insights into each client’s unique issues, ultimately saving the client money on future projects.

Throughout our projects, we make certain to continually keep the client informed on relevant engineering matters, to perform our engineering assignments to the best of our abilities, and to keep the best interests of the client as our primary objective. We believe we are properly staffed and exceptionally prepared to provide complete engineering services for your community. Having been in business for over 100 years, Hancock Engineering has a very long track record of completing projects of widely varying sizes, ranging from less than a thousand dollars up to several millions of dollars in recent projects’ construction costs.

Typically design engineering services are performed entirely by our own staff. We are highly experienced and qualified in performing all phases of Engineering for federally funded and internally funded infrastructure projects. Our company is a licensed Professional Design Firm and is pre-qualified to provide engineering services for the Illinois Department of Transportation (currently in an amount of $7,200,000) and for the Illinois State Toll Highway Authority.

Coordination of Work

Hancock Engineering has an excellent track record of working with local, state, and federal agencies in our day-to-day operations. We have an exceptional working relationship with the Illinois Department of Transportation, which allows IDOT the ability to efficiently review our submitted projects ensuring our projects be completed within the intended schedule. We have been told by IDOT Local Roads that they “always know a Hancock submittal, by its complete attention to detail.”

We have also worked very effectively with other governmental agencies for permits, including the Illinois Environmental Protection Agency, USEPA, MWRDGC, County DOT, and the Army Corps of Engineers, to name a few. Hancock Engineering acknowledges the importance of working closely with governmental agencies, as their approval of permits is an important aspect to a project’s overall timelines and budgets. Hancock Engineering is also in constant contact with Nicor, AT&T, Comcast, ComEd and other area utilities. Our excellent rapport with all permitting agencies and public utilities is something Hancock Engineering is very proud of.

Local Firm

The Hancock Engineering Company has been helping build municipalities in the Chicagoland area for 102 years. Hancock Engineering has always been committed to keeping our overhead costs low and to pass those savings to our clients. For over twenty-five years our sole office has been centrally located in Westchester, just minutes from the I-290 expressway.

Our office is within close proximity to all of our clients. Our immediacy to our clients provides us with the significant ability to mobilize to the project sites for meetings, layout, or consult with little or no notice. Our closeness to our communities ensures that our clients will not incur any costs related to travel or mobilization from Hancock Engineering during the project.

Ownership Structure

The Edwin Hancock Engineering Company is led by a team of seven Principals. These individuals make up the Directors and the Shareholders of the company, and all are active in the day to day operation of the company. A principal is typically assigned to each project as the Client-Manager. The client managers at Hancock Engineering are tremendously “hands-on” and continually devote their time directly to the client.
