An improvement project that will benefit the residents and visitors of the Village of Brookfield.
PROJECT BACKGROUND
The construction season is set to start with the following streets planned for improvement:

The contractor intends to begin with tree removal and protection during the week of April 10th. He plans to begin sewer installation during the week of April 17th. It is anticipated that the work on the project will be substantially complete by mid-September.
Generally, the contractor will begin with underground work (sewer improvements), followed by concrete removal and replacement, and then improving the pavements.

PROJECT SCOPE
The improvements will include repairing deteriorated sections of the combined sewer, repairing or replacing the drainage structures, replacing deteriorated sections of curb and gutter, and replacing driveway aprons and private entrance sidewalks disturbed by the curb and gutter replacement. Handicap accessible sidewalk ramps will be installed at intersections and damaged areas of parkway will be restored with sod.

Pavement widening will be 1.5’ on each side of the street for Sunnyside Avenue and Vernon Avenue. On Congress Park, the pavement widening will be 3.5’ and all of the widening will be towards the median side. On Arden Avenue, the pavement will be widened by 1’ of the east side and 3’ on the west side.

TRAFFICE IMPACTS DURING CONSTRUCTION
The project will consist of four main phases of work: sewer installation, concrete installation, pavement reconstruction, and asphalt paving.
During the sewer installation phase, the contractor may post “No Parking” signs on certain sections of street where he will be working during the day. Residents will be allowed to park their vehicles on the street overnight, however; we ask that while the contractor is working adjacent to your house, you have your vehicle moved prior to 7:00 AM to reduce the possibility of accidental damage from the construction machinery.
During the concrete installation phase, the contractor will work on one side of the street at a time. The contractor will post “No Parking” signs on that side of the street. Overnight on-street parking will be allowed on the opposite side of the concrete work. We ask that the vehicles parked on the opposite side of the concrete work be moved off street from 7:00 AM to 5:00 PM to reduce the possibility of accidental damage from the construction machinery.
During the pavement reconstruction phase, the contractor will post “No Parking” signs on an entire street. Vehicles will have to be moved prior to 7:00 AM on the specified date and the street will remain closed until the entire pavement has been removed and the stone base has been installed.
During the asphalt paving phase, the contractor will post “No Parking” signs on an entire street, and parking will not be permitted from 7:00 AM to 5:00 PM on the specified dates.
Parking restrictions for street sweeping will be relaxed within the near vicinity of the project to allow for overflow parking as the project is ongoing.
GARBAGE COLLECTION
We do not anticipate that garbage collection will be affected. However, notice will be given to all affected residents if any changes in service are necessary once work begins.

CONSTRUCTION SCHEDULE & UPDATES
Paving Schedule Update – October 11th
The rain prevented the contractor from completing the asphalt paving today.
The contractor will place the final lift of asphalt along Arden Avenue (Washington to Brookfield) tomorrow on Thursday, October 12th.
Paving is scheduled to begin around 7:30 am.
Residents will need to have their cars off the street from 4:00 am to 5:00 pm on Thursday while the work is being performed.

Monday, October 9th

Wednesday, October 11th
Place surface on Arden (Brookfield Ave. to Washington).
Residents will need to have their cars off the street from 7:00 am to 5:00 pm on Wednesday while the work is being performed.
The contractor will place a prime coat over the asphalt base along all of the streets on Monday morning. The placement of the prime coat is scheduled for 4:00 am.

Residents on streets not scheduled to be paved on Monday will need to have their cars off the street from 4:00 am to 9:00 am on Monday while the work is being performed.
Paving Schedule – Jackson Avenue – October 6th

The rain the last couple of days and the rain in the forecast for Friday has forced the contractor to revise their paving schedule. The new schedule is as follows:

Today the paving contractor began the preparation for the placement of the asphalt on Jackson.
The schedule for the paving is as follows:

On Thursday the contractor will place a prime coat over the concrete base. The placement of the prime coat is scheduled for 4:00 am.
Note: The prime coat will track onto cars and adjacent pavements until it dries. The drying time is approximately 4 hours depending on temperature and weather conditions. Residents should avoid pulling into their driveways until the prime coat has had a chance to dry.
The placement of the first lift of asphalt is scheduled to begin around 7:30 am on Thursday.
The contractor will then prepare the pavement for the placement of the final lift of asphalt.
Residents will need to have their cars off the street from 4:00 am to 5:00 pm on Thursday while the work is being performed.
Friday, October 6th
The contractor will place the final lift of asphalt beginning at 7:00 am.
Residents will need to have their cars off the street from 4:00 am to 5:00 pm on Friday while the work is being performed.
Note: There is rain in the forecast for Friday. If the contractor is unable to pave on Friday they will place the final lift of asphalt on Tuesday, October 10th.
Paving Schedule Update – October 3rd
The moisture on the pavement earlier today prevented the contractor from applying the prime coat. The contractor will attempt to place the prime coat over the pavements to be surfaced beginning around 9:00 am on Wednesday morning. Weather permitting.
There is no paving scheduled for Wednesday and the paving schedule has been pushed back one day.
Paving Schedule – October 2nd
Today the paving contractor began the preparation for the placement of the asphalt surface course on several streets.
The following streets will be surfaced in this final phase of the Street Project:

The contractor will be working on pavement patches and cleaning/preparing the streets for the placement of the final lift of asphalt. The contractor will also place a prime coat over the pavements to be surfaced beginning around 1:00 pm. (If the contractor is unable to finish the prime coat on Tuesday, they will complete the prime coat on Wednesday at 9:00 am.)
Note: The prime coat will track onto cars and adjacent pavements until it dries. The drying time is approximately 4 hours depending on temperature and weather conditions. Residents should avoid pulling into their driveways until the prime coat has had a chance to dry.
Wednesday, October 4th

Deyo Avenue Paving Schedule – September 20th
Beginning on Friday, September 22nd the paving contractor will begin preparation for the placement of the first lift of asphalt on Deyo Avenue.
On Friday the contractor will mill the existing concrete pavement in preparation for the placement of the asphalt. The contractor will then prepare the pavement for asphalt on Friday and possibly on Saturday. Residents will need to have their cars off the street from 7:00 am to 5:00 pm on Friday and Saturday while the work is being performed.
On Monday the contractor will place a prime coat over the concrete pavement. The placement of the prime coat is scheduled for 4:00 am. Residents will need to have their cars off the street from 4:00 am to 5:00 pm on Monday.

Raymond Avenue Paving Schedule – September 20th
Beginning on Friday, September 22nd the paving contractor will begin preparation for the placement of the first lift of asphalt on Raymond Avenue.
On Friday the contractor will mill the existing asphalt in preparation for the placement of the asphalt. The contractor will then prepare the pavement for asphalt on Friday and possibly on Saturday. Residents will need to have their cars off the street from 7:00 am to 5:00 pm on Friday and Saturday while the work is being performed.
On Monday the contractor will place a prime coat over the concrete base. The placement of the prime coat is scheduled for 4:00 am. Paving is scheduled to begin around 1:00 pm on Monday. The contractor is scheduled to pave Garfield in the morning prior to paving Raymond. If the contractor does not finish paving Raymond on Monday, the paving will be completed on Tuesday at 7:00 am. Residents will need to have their cars off the street from 4:00 am to 5:00 pm on Monday while the work is being performed. If paving extends into Tuesday, residents will need to have their cars off the street from 7:00 am to 5:00 pm while the work is completed.

Garfield Avenue Paving Schedule – September 20th
Beginning on Thursday, September 21st the paving contractor will begin preparation for the placement of the first lift of asphalt on Garfield Avenue.
On Thursday and Friday the contractor will fine grade and compact the stone base in preparation for the placement of the asphalt. Residents will need to have their cars off the street from 7:00 am to 5:00 pm on Thursday and Friday while the work is being performed.
On Friday the contractor will place a prime coat over the stone base. The placement of the prime coat is tentatively scheduled for late morning. If the fine grading and compaction of the stone base is not completed by noon on Friday the contractor will place the prime coat on Saturday morning at 5:00 am. Residents will need to have their cars off the street by 4:00 am if the prime coat is placed on Saturday morning.

Residents should have their cars out of their driveways by 7:00 am on Monday. Residents will need to have their cars off the street from 7:00 am to 5:00 pm on Monday while the work is being performed.
Arden Avenue Paving Schedule – September 7th
Beginning on Friday, September 8th the paving contractor will begin preparation for the placement of the first lift of asphalt on Arden Avenue.
On Friday the contractor will fine grade and compact the stone base in preparation for the placement of the asphalt. Residents will need to have their cars off the street from 7:00 am to 5:00 pm on Friday.
On Saturday the contractor will apply a prime coat over the stone base in preparation for the placement of asphalt. The application of the prime coat is scheduled for 4:00 am. Paving is scheduled to begin at 7:00 am. The contractor will remove the stone ramps at driveways on Saturday morning. Residents should have their cars out of their driveways by 7:00 am on Saturday. Residents will need to have their cars off the street from 4:00 am to 5:00 pm on Saturday.
Congress Park Avenue Paving Schedule – August 29th
Beginning on Wednesday, August 30th the paving contractor will begin preparation for the placement of the first lift of asphalt on Congress Park Avenue.
On Wednesday and Thursday the contractor will fine grade and compact the stone base in preparation for the placement of the asphalt.
On Friday the contractor will place a prime coat over the stone base. The placement of the prime coat is scheduled for late morning. The prime coat will track onto cars and adjacent pavements until it dries. The drying time is approximately 4 hours depending on temperature and weather conditions. Residents should avoid pulling into their driveways until the prime coat has had a chance to dry.
On Saturday the contractor will place the first lift of asphalt on Congress Park. Paving is scheduled to begin at 7:00 am. The contractor will remove the stone ramps at driveways on Saturday morning. Residents should have their cars out of their driveways by 7:00 am on Saturday.
Residents will need to have their cars off the street from 7:00 am to 5:00 pm Wednesday through Saturday while the work is being performed.

Beginning on Thursday, August 24th the paving contractor will begin preparation for the placement of the asphalt surface course on the following streets:

Update (Jackson) – August 18th
- The concrete contractor (Nardulli) poured concrete along Jackson between Arthur and Maple on both sides of the street this past week. Next week they will continue with the concrete work along the south side of Jackson.
Update (2017 Streets) – August 18th
- The sewer contractor (Uno Construction) made a sewer repair in the 2900 block of Sunnyside this week. Next week they will complete their work on Arden (Brookfield Ave. to Washington). They will then have a few items of work on various streets to wrap up their work.
- The concrete contractor (Nardulli) removed, framed, and poured concrete on the east side of Arden (Brookfield Ave. to Washington). Next week they will continue with the concrete work on the east side of Arden (Brookfield Ave. to Washington).
- Nardulli continued the pavement removal and excavation for the new pavement on Congress Park (Eberly to Raymond). Next week they will continue with the excavation along Congress Park.
- The tree contractor removed a tree along Raymond (Jackson to 31st Street). Next week they will grind stumps and complete any remaining tree removals.
- The landscape contractor was on site this week and prepared parkways for sod. They will continue with their work next week.
- The paving contractor (Orange Crush) will begin preparing streets for the placement of the asphalt surface next week.
- Residents will need to have their cars off of the street within the block that they are working on from 7:00 am to 5:00 pm each day. The street will be reopened at the end of each day to provide residents with access to their property.
Update (Jackson) – August 11th
- The sewer contractor (Suburban General) began and completed the sewer work along Jackson this week.
- The tree contractor removed 3 trees along Jackson this week.
- The concrete contractor (Nardulli) removed curb along Jackson between Arthur and Maple on both sides of the street this past week. Next week they will pour the curb and flatwork between Arthur and Maple. They will then complete their work on Arden before returning later in the week to continue with the concrete work on Jackson.

- The sewer contractor (Uno Construction) continued their work on Arden (Brookfield Ave. to Washington). They also made a sewer repair along Vernon (Monroe to Jackson). Next week they will complete their work on Arden (Brookfield Ave. to Washington). They will then have a few items of work on various streets to wrap up their work.
- The concrete contractor (Nardulli) removed, framed, and poured concrete on the west side of Arden (Brookfield Ave. to Washington). They poured pavement patches on Deyo (Sahler to Shields) and Raymond (Jackson to 31st Street). They also poured concrete at the intersection of Congress Park & Eberly and the intersection of Garfield & Maple. Next week they will continue with the concrete work on the east side of Arden (Brookfield Ave. to Washington).
- Nardulli began the pavement removal and excavation for the new pavement on Congress Park (Blanchan to Raymond). Next week they will continue with the excavation along Congress Park (Eberly to Raymond).

- A water main shut down is scheduled for Raymond (Jackson Avenue to 31st Street) and for Arthur (Monroe Avenue to 31st Street) on Thursday, August 10th. The water main shut down is scheduled from 8:00 am to 4:00 pm while the contractor replaces fire hydrants. A notice will be hand delivered to the affected residents on Wednesday, August 9th.

- The tree contractor removed trees and root pruned along Arden (Brookfield Ave. to Washington). Next week they will continue with tree removals on various streets.
- The landscape contractor was on site this week and prepared parkways for topsoil and sod. They will continue with their work next week.
- Residents will need to have their cars off of the street within the block that they are working on from 7:00 am to 5:00 pm each day. The street will be reopened at the end of each day to provide residents with access to their property.
Update – August 4th
- Jackson Avenue (Grand Boulevard to Maple) has been added to the list of streets that will be improved by the Village in 2017. Improvements will include work on the sewer system, full curb replacement, and pavement resurfacing. Jackson Avenue is being constructed under a separate contract from the 2017 Street Improvements Project. The project is being paid for with bond funds from the recently approved Bond Referendum and with a $200,000 grant that was received from the Cook County Community Development Block Grant Program.
- The sewer contractor (Suburban General) is scheduled to begin the sewer improvements on Monday, August 7th.

- A water main shut down is scheduled for Arden (Brookfield Avenue to Washington) on Thursday, August 3rd. The water main shut down is scheduled from 8:00 am to 4:00 pm while the contractor replaces fire hydrants on Arden. A notice will be hand delivered to the affected residents on Wednesday, August 2nd.

- A water main shut down is scheduled for Arden (Brookfield Avenue to Washington) on Tuesday, August 1st. The water main shut down is scheduled from 8:00 am to 4:00 pm while the contractor replaces fire hydrants on Arden. A notice will be hand delivered to the affected residents on Monday, July 31st.
Update – July 28th
- The sewer contractor (Uno Construction) completed their work on Congress Park (Eberly to Raymond) this past week. They also adjusted manhole frames to their final grade on the streets that are ready to be surfaced and began the sewer work on Arden (Brookfield Ave. to Washington) this week. Next week they will continue with their work on Arden (Brookfield Ave. to Washington).
- The concrete contractor (Nardulli) removed, framed, and poured concrete on Congress Park (Eberly to Raymond) this past week. Next week they will continue with the concrete work on Congress Park (Eberly to Raymond) and begin the pavement patching on Deyo (Sahler to Shields) and Raymond (Jackson to 31st Street). They may also begin the concrete work on Arden (Brookfield Ave. to Washington).
- The landscape contractor was on site this week and prepared parkways for topsoil and sod. They will continue with their work next week.

The water main shut down is scheduled from 8:00 am to 4:00 pm while the contractor replaces fire hydrants on Congress Park. A notice will be hand delivered to the affected residents on Monday, July 24th.

- The sewer contractor (Uno Construction) continued their work on Congress Park (Eberly to Raymond) this past week. Next week they will complete their work on Congress Park (Eberly to Raymond). They will then move to Arden (Brookfield Ave to Washington). They will also adjust manhole frames to their final grade on the streets that are ready to be surfaced.

Update – July 19th
- A water main shut down is scheduled for Blanchan (Gerritsen to Shields) and Congress Park (Eberly to DuBois) on Friday, July 21st. The water main shut down is scheduled from 8:00 am to 4:00 pm while the contractor replaces fire hydrants and a water valve on Congress Park. A notice will be hand delivered to the affected residents on Thursday, July 20th.

FREQUENTLY ASKED QUESTIONS
How long will construction last for?
It is anticipated that the project will take approximately 5 months to complete. Landscaping work will not be permitted until temperatures have subsided and “fall weather” has begun.
Will I lose access to my water?
A majority of the residents along the project will not lose their water. However, in order to replace some of the fire hydrants, a water main shut down will need to take place. The affected residents will receive 24 hours notice prior to the water main shut down. Typically the shut downs occur from 8am to 4pm.

We then observe construction of the work to ensure compliance with the specifications.

We are highly experienced and qualified in performing all phases of Engineering for federally funded and internally funded infrastructure projects. Our company is a licensed Professional Design Firm and is pre-qualified to provide engineering services for the Illinois Department of Transportation (currently in an amount of $7,200,000) and for the Illinois State Toll Highway Authority.

Coordination of Work
Hancock Engineering has an excellent track record of working with local, state, and federal agencies in our day-to-day operations. We have an exceptional working relationship with the Illinois Department of Transportation, which allows IDOT the ability to efficiently review our submitted projects ensuring our projects be completed within the intended schedule. We have been told by IDOT Local Roads that they “always know a Hancock submittal, by its complete attention to detail.”
We have also worked very effectively with other governmental agencies for permits, including the Illinois Environmental Protection Agency, USEPA, MWRDGC, County DOT, and the Army Corps of Engineers, to name a few. Hancock Engineering acknowledges the importance of working closely with governmental agencies, as their approval of permits is an important aspect to a project’s overall timelines and budgets. Hancock Engineering is also in constant contact with Nicor, AT&T, Comcast, ComEd and other area utilities.
