2018 Alley and Roadway Improvements Project
Village of Maywood
A capital improvement project that will benefit the residents and visitors of the Village of Maywood.
Under the leadership of Mayor Perkins and the Board of Trustees, 1.4 million dollars in capital improvements will occur over the summer of 2018, as part of this project.
Additionally, there are several other capital projects to follow in 2018.
PROJECT OVERVIEW
ALLEYS
Alley #328 – North-South Alley between 5th Avenue, 4th Avenue, Washington Boulevard, and Pine Street
Alley #304 – North-South Alley between 5th Avenue, 4th Avenue, Maple Street, and Oak Street
Alley #147 – North-South Alley between 2nd Avenue, 1st Avenue, Van Buren Street, and Quincy Street
Alley #107 – North-South Alley between 2nd Avenue, 1st Avenue, Green Street, and Madison Street
Alley #352 – North-South Alley between 5th Avenue, 4th Avenue, School Street, and Warren Street
Alley #135 – North South Alley between 6th Avenue, 5th Avenue, Quincy Street, and Prairie Path
The scope of work involving alleys includes the installation of an eight-inch (8”) concrete pavement over a six-inch (6”) aggregate base course and geotechnical fabric, concrete garage aprons and entry sidewalks, “Green” drainage improvements to infiltrate storm water within underground storage cells, and landscaping restoration.
ROADWAYS
South Maywood Drive – 17th Avenue to 11th Avenue
Approximately 2,000’ linear feet of pavement will be reconstructed. The pavement reconstruction will include the installation of a geotechnical fabric, six-inches (6”) of aggregate base course, and six-inches (6”) of hot-mix asphalt pavement.
2nd Avenue – Prairie Path to Wilcox Street
Approximately 400’ linear feet of pavement will be reconstructed, including the intersection of Wilcox Street. The pavement reconstruction will include the installation of a geotechnical fabric, six-inches (6”) of aggregate base course, and an eight-inch (8”) thick Portland Cement Concrete pavement designed to carry industrial truck traffic loading.
Phasing of Work
Generally, the project will consist of four main phases of work: sewer/drainage work, concrete installation, pavement removal and excavation, and asphalt/concrete pavement installation.
For residents along affected alleys, anticipate that your alley will be out of service for 21 days. Overnight parking and street sweeping restrictions on adjacent streets will be lifted while your alley is under construction.
For residents along affected roadways, the following schedule below will pertain to you:
During the sewer installation phase, the contractor may post “No Parking” signs on certain sections of street where he will be working during the day. Residents will be allowed to park their vehicles on the street overnight, however; we ask that while the contractor is working adjacent to your house, you have your vehicle moved prior to 7:00 AM to reduce the possibility of accidental damage from the construction machinery.
During the concrete installation phase, the contractor will work on one side of the street at a time. The contractor will post “No Parking” signs on that side of the street. Overnight on-street parking will be allowed on the opposite side of the concrete work. We ask that the vehicles parked on the opposite side of the concrete work be moved off street from 7:00 AM to 5:00 PM to reduce the possibility of accidental damage from the construction machinery.
During the pavement reconstruction phase, the contractor will post “No Parking” signs on an entire street. Vehicles will have to be moved prior to 7:00 AM on the specified date and the street will remain closed until the entire pavement has been removed and the stone base has been installed.
During the asphalt paving phase, the contractor will post “No Parking” signs on an entire street, and parking will not be permitted from 7:00 AM to 5:00 PM on the specified dates.
Parking restrictions for street sweeping will be relaxed within the near vicinity of the project to allow for overflow parking as the project is ongoing.
GARBAGE COLLECTION
Garbage collection along alleys will be affected for the period that the alley is inaccessible. Residents should bring their garbage cans to the front curb along the street side of the property. If you are unable to do so, please contact us and you will receive assistance.
We do not anticipate that garbage collection will be affected for the roadway portion of the project. However, notice will be given to all affected residents if any changes in service are necessary once work begins.
CONSTRUCTION SCHEDULE & UPDATES
September 4th, 2018
2nd Avenue
- Concrete replacement as well as concrete pavement has been cured out and completed.
- Landscaping restoration and certain areas of asphalt replacement are scheduled next.
South Maywood Drive
- Pavement removal and stone backfilling will be completed within the next few days. The asphalt subcontractor is scheduled to mobilize later in the week and begin final grading of the stone.
- The road is scheduled to be paved the following week.
Alley 304
- Alley work is scheduled to begin on Thursday, September 6th. Residents were provided a notice indicating that access will be lost for a period of 21 days.
August 16th, 2018
2nd Avenue
- Pavement removal and stone backfilling north of the village yard was completed up until the intersection of Wilcox and 2nd Avenue. Concrete will be poured on 1/2 of this pavement by the end of the week and pavement removal of the intersection is expected as well.
South Maywood Drive
- Pavement removal and stone backfilling on the east end of South Maywood Drive was started and is anticipated to continue over the next few days.
August 14th, 2018
2nd Avenue
- Concrete pavement stage one has been installed. We are currently waiting for proper cure time for this pavement to continue further excavation. Removal & replacement on the north section of 2nd Avenue can be expected later this week.
South Maywood Drive
- Pavement excavation and stone backfilling continued at the end of last week and will be expected to continue in the next few days.
Week of August 6th
2nd Avenue
- All sidewalk and curb and gutter work has been completed to this point excluding in front of the village yard to accommodate yard access. Pavement removal and stone backfill has also began south of the village yard. Concrete has been poured on 1/2 of the pavement section and can anticipate completion in the upcoming days.
South Maywood Drive
- Curb and gutter, residential driveway, and sidewalk work has been completed to this point excluding a few areas of sidewalk near the corner of 14th Avenue and South Maywood Drive
- Pavement removal and stone backfilling has began and access to the road will be available by the end of the day.
- More pavement removal and backfilling can be anticipated in the next few days.
- Landscape work has also be started along the exterior of the concrete work.
Week of July 30th
- Construction began on 2nd Avenue, curb and gutter and sidewalk work has been started and the prairie path drives were repaved
- Work on South Maywood Drive continued while all curb and gutter work was completed. All driveways have been poured and will be backfilled with stone and opened at the beginning of the next week. Sidewalk has come close to an end and is expected to be completed at the beginning of next week as well.
Week of July 23rd
- The underground contractor has completed the sewer improvements along 2nd Avenue.
- Concrete removal and replacement has been completed along the south side of South Maywood Drive, and the concrete curb and gutter installation will continue along the north side of South Maywood Drive. Resident access into driveways will resume after the 72 hour concrete curing period has completed. A temporary stone ramp will be provided between the gap in the existing pavement and the proposed curb and gutter so that residential driveway access may be resumed.
Week of July 16th
- The underground contractor will work on underground improvements along 2nd Avenue.
- Concrete removal and replacement is ongoing along the south side of South Maywood Drive, working from west to east. The curbs will first be installed. After the curbs are installed, driveways will then be installed. We kindly ask for 72 hours of cure time prior to using the installed driveways, so that the concrete may reach adequate strength.
Week of July 9th
- The underground contractor will continue to work on sewer improvements along South Maywood Drive and move to 2nd Avenue later in the week.
- Concrete removal is scheduled for the south side of S. Maywood Drive on Thursday, July 12th. Residents will receive a notice describing the temporary loss of access.
Week of July 2nd
- The underground contractor will work on sewer improvements along South Maywood Drive, generally working his way from west to east.
- A water main shut down will be scheduled for the end of the week in order to install a new fire hydrant, as well as a new operating valve on the main.
Week of June 25th
- The contractor will begin mobilizing along South Maywood Drive. Sawcutting of the pavement will be performed as well as delivery of materials and equipment, in anticipation of sewer improvements. The sewer work is scheduled to begin this week as well. The contractor may also sawcut along 2nd Avenue and at alley returns.
- Generally, the contractor will begin performing sewer improvements on various streets. These sewer improvements include repairs to deteriorated sections of the combined sewer system, installation of drainage structures and new pipe runs, and repairs or replacement of manholes.

FREQUENTLY ASKED QUESTIONS
How long will construction last for?
Due to the large amount of alleys and streets to be improved, it is anticipated that the project will take until fall of 2018 to reach “substantial completion”. Landscaping work will not be permitted until temperatures have subsided and “fall weather” has begun.
Will I lose access to my water?
A majority of the residents along the project will not lose their water. However, in order to replace some of the fire hydrants, a water main shut down will need to take place. The affected residents will receive 24 hours notice prior to the water main shut down. Typically the shut downs occur from 8am to 4pm.

We then observe construction of the work to ensure compliance with the specifications.

Our staff has acquired extensive education and experience in specific areas of civil engineering, creating a wealth of specialized knowledge that can be brought in to assist our clients. Our company is a licensed Professional Design Firm and is pre-qualified to provide engineering services for the Illinois Department of Transportation (currently in an amount of $7,200,000) and for the Illinois State Toll Highway Authority.

Coordination of Work
Hancock Engineering has an excellent track record of working with local, state, and federal agencies in our day-to-day operations. We have an exceptional working relationship with the Illinois Department of Transportation, which allows IDOT the ability to efficiently review our submitted projects ensuring our projects be completed within the intended schedule. We have been told by IDOT Local Roads that they “always know a Hancock submittal, by its complete attention to detail.”
We have also worked very effectively with other governmental agencies for permits, including the Illinois Environmental Protection Agency, USEPA, MWRDGC, County DOT, and the Army Corps of Engineers, to name a few. Hancock Engineering acknowledges the importance of working closely with governmental agencies, as their approval of permits is an important aspect to a project’s overall timelines and budgets. Hancock Engineering is also in constant contact with Nicor, AT&T, Comcast, ComEd and other area utilities.
